Following the physical stakeholder meeting held on 06 March 2026 in Rulindo District, we are pleased to let you know that we received 112 comments during the meeting and through the feedback forms collected. All comments were considered and were integrated in the project design.
The stakeholder consultation led to clarifications on who the local stakeholders are, explicitly identifying Cell‑level leaders within local authorities, naming the two private operators (COWBE and OWEN LORD), and expanding the description of community members to include those employed during construction and operations. In consideration of persons living with disabilities, the private household connection activity was revised to include a prioritization of individuals living with disabilities where piped networks are introduced. It also introduced a community‑based chlorine testing approach for the first two years to strengthen system monitoring and build user confidence. Stakeholders at the meeting further confirmed that there is no other existing water carbon project in Rulindo district.
Consultations also resulted in a revised carbon rights transfer process, specifying written consent by Cell Executive Secretaries and multi‑cell documentation when CWT/CWS span several cells. It was also emphasized that this transfer would only happen after system installation/rehabilitation.

Additionally, two SDGs: SDG 8 (Decent Work) and SDG 3 (Good Health), were added to reflect feedback emphasizing job creation and reduced diseases. Sections on geographical boundaries, VPA duration, and additional info did not have any changes.
